Inconsiderate people are rarely interested in chaning their behavior, because the JUST DON'T CARE about anyone else.
Dealing with neighbors is a nightmare. First, try asking them nicely. Make a video tape and show them how annoying this is. Offer to split the cost of having the dogs surgically debarked. Personally, I'd move before I'd live next to a neighbor like that, but sometimes that's not an option. I have a neighbor who goes to work early and slams his car door shut outside my window every morning. I've padded the glass with those closed-cell foam mats they make for gym flooring and keep a noisy fan or wind machine on while I sleep. That helps a lot.
Sounds like you've taken the high road so far in a very frustrating situation. Some fools recommend killing the dogs, which is ridiculous. It's really not the dogs' fault and killing a pet dog is a felony in most states, especially if it's on your neighbor's property. Bad neighbors are big on retaliation. If you kill his dog, who's to say he won't burn down your house? And his next dog might be worse. If you're intent on committing a crime, kill your neighbor instead. (Just kidding!)
Most areas have noise or nuisance laws - sometimes calling the cops can help, sometimes it can make it worse. Animal control will only seize the dogs if they are abused (ie, no shelter, no water, no food, etc). If you don't mind risking a war, get witness statements from your other annoyed neighbors. If the cops won't help, I'd try calling your local TV station and see if they want to do a human interest story on lousy neighbors. Show them as much documentation as you can, pictures and a log of how many times you have called the cops and gotten no help.
Hmmm... Make an audio tape of the dog barking, call your neighbor (from a pay phone!) and play the tape really loud at three in the morning?

My dogs are provided with adequate attention, mental stimulation and exercise and therefore they do not bark all day, I do not leave my dogs tied up outside and I dont stand around like an idiot if they are barking at someone or something outside in my fenced in yard...both of them are trained and know the meaning of "Be quiet" I make every effort to control my dogs barking and I have to say I do pretty well I have never had any complaints from any of my neighbours....the only time my dogs really bark and howl is when I just return home....However I suspected at one time they were howling inside my house when I was gone so I video taped them to find out if they were...and yes they were so I corrected the problem with training and made sure to ask my neighbours if they had any complaints about my dogs barking when I am not home and all of them said no. I know what you mean though there are so many un thoughtful people out there whos dogs are barking like crazy all day because they are tied up outside and ignored and neglected...I hate it and it annoys me alot because I like to be a responsible dog owner and makes sure that my dogs are well behaved and trained and provided with all the attention they need. I am proud of the control I have over my dogs and I love it when a stupid person who has an out of control dog barking and freaking out while I walk by and my dogs are as quiet as mice because they know better than to yap mindlessly without reason. However barking is a natural thing for dogs to do and on occasion in the middle of the day only I let my dog (only the female is really vocal) bark while I play in the yard with her...however I never let her continue beyond 5 minutes and I make sure it isnt early in the morning or late at night.

Poor you and your neighbours!
I know this may come as a bit of a shock but I have two dogs and the sound of barking dogs drives me up the wall. And unfortunately for you there are people in this world that can block it out. It's sort of like people who can't stand to hear other people's children whine but yet cannot hear their own kids....
I'm going to assume that you've already tried to be neighbourly and talk to the inconsiderate idiots? If that hasn't worked then here's what you have to do.
I believe that most cities/towns have a noise by-law that ensures that you have the right to enjoy your home. Call your local by-law officer (they're in the phone book under your local government pages) and I'm sure they'll be happy to drop by and see your 'friends'....they'll be issued a warning. If it continues then tickets will follow and in severe cases of by-law infractions charges can be laid.
Sometimes the only way to get people to listen to reason is by talking to their wallets.

We have trained our dogs not to bark unless they need something. If they need water, they bark, if they need in, they bark. If they need out and no one is paying attention, they bark. Most of the rest of the time they are very quiet.
Our neighbor has 3 shitzsus, a pug, and a collie mix. Whenever the dogs are let outside they all come screaming to the fence, yip,yip,yip,yip,yip,yip. After about 3 minutes they will calm down, but if you go outside, or god forbid, a leaf blows by, they start yipping again. We have expressed our annoyance to our neighbors, so now, if we are outside (because they don't think we can hear them while we are inside), they will shout out all the dogs names over and over again until the dogs stop barking. Kind of makes me wish I hadn't said anything since that process takes about twice as long.

I do not own a dog, so I know exactly what your talking about. I would say probably because the owner becomes used to the barking and he/she no longer hears the dog barking. It just becomes noise in the backround, much like your radioi or tv.

Yes I understand where you are coming from. I am a proud dog owner, and I will say I do make an attempt to keep mine quiet, especially when they are outside. We just had people move in next door to us with 2 dogs also and they put them out on their porch all day, everyday. I hate it because all their dogs have to love forward to everyday is me, bringing out my to dogs to bark at!! I atleast walk out with them and try to distract mine long enough to do their business and back up in the house. Its not fair to my dogs that they get less outside time because of my neighbors dogs making the noise.

I keep my dogs in most of the time. Call and see if your city/town has a noise ordenance. And if so, then each time the dog reaches the "limit", then call the police and let them know you know about the law, and ask what they can do about it. Have you asked your neighbor to do something about it because it is diturbing to you? Oh, and when my dogs bark for more than 5 minutes, it bothers the heck out of ME... hahaha.

Because most dog owners block it out - i know when mine bark i dont pay much attention to it. Now, if they are out there at 2am barking, I'll yell at them and make them stop. I live down the road from an animal shelter, so those dogs bark lots more than mine. good luck!

Unfortunately, I have two JRT and they bark at everything, but since they are still pups I am working with them when they are in kennels and they bark I just put the cover down and that way they know it is quiet time. But they only bark really when someone knocks or if they hear a strange noise.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/epOKw
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.
