If it is a dog, it is called cherry-eye. WELL AT LEAST ODDS ARE IT IS CHERRY EYE. It is an ugly looking thing, but not painful to the dog, but it MUST be treated. There are two ways to treat that, the can try to repair it and put it back in place - more costly, or they can cut it out entirely, but then someone will have to put drops in that dogs eye its whole life. Take it to a vert or a shelter and give the dog a bone...

I don't know if this is what it is, but something similar to my dog used to happen. I have a basset hound, and every summer her eye would swell up and get really red and teary. We took her to the vet and he told us that some dogs have an extra flap in their eye and for some reason the summer makes it more sensitive. She actually had to have surgery on her eye to remove it. The surgery only cost about $75 though and now she is SO much better and happier, so it was definitely worth it!

Well i would take it to a shelter, or if you have enough money, you could get it to the vet... and take care of it until it gets better, if it gets better. Take care of it.
