Well, I stayed in Koh Phangan last November. I stayed at the Salad Beach resort. It was one of the nicer resorts and I enjoyed it very much. But there was no ATM machine there. Perhaps the hotel might have cashed me a travelers cheque or two, but I didn't need it. There is a town there where the boat arrives (I can't remember the name). Maybe there would be an ATM there, but it will be inconvenient to travel back and forth to it from your hotel (wherever that will be). The island is rather undeveloped which is why people love to go there. Are you staying there long? It's a beautiful place, but more than 3 or 4 days could get boring; especially when there are so many other great places to go in Thailand. My advise is to have enough baht in cash to get you through your stay. That way, you won't have to worry about any of it! Have a great time!! Thailand is one of my favorite places on Earth!

There are many, many ATMs on Phagnan. I don't think any will give you US Dollars, but US Dollars are useless to you there anyway. Just withdraw Thai Bahts using your ATM card, You will get whatever happens to be the daily exchange rate for your Dollar savings.
I don't know wether there is a western union or not.

you'd get a better rate exchanging it before you go. but to answer your question, yes, there are ATMs in the area that take cirrus, plus, etc.

edit: oops, i thought you were asking if a machine will take your US card...you won't be able to find a machine that will spit out actual US dollars. i don't think you can find those anywhere but the US. to get the best rate possible, just exchange at a bank before you leave the US. it's the best policy. and not at the airport...a bank.

ATMs in Thailand only dispense Thai bahts. If you want to get USD, you have to go to the currency changer.
