Obviously Mount Zion has always been in Israel. There were some Jews who went down to Ethiopia in the days of King Solomon and there was a thriving Jewish community there. My understanding is that they even set up a 2nd Temple down there (which my reading of Torah would appear to forbid), performed animal sacrifices and the like. So in that sense I can see how they would consider it to have been Mount Zion in type, but not in actuallity. The belief is that King Solomon and the Queen of Sheeba had a son named Menelek and that he swapped the Ark of the Covenant for a replica and took the real Ark to Ethiopia with him. Perhaps there was a belief that whereever the Ark was should be designated as Mount Zion.
