You follow the directions that are being given to you by the police officer. If you can't then it can be taking as being hostile and perceived as a threat! Most want your hands in the air while they are approaching you.

in the air when I stop you to show me you don't have anything in your hands & have a long way to go to anything in your belt. Then I'll have you turn away from me so I can see the back of your waistline, then interlocked behind your head so I can approach hold both hands with one of mine while I secure my weapon & then flex cuff you.
