There is a public one in NJ, Gunnison Beach in Sandy Hook, about an hour outside NY.

There are no nude beaches in New York City area. The closest thing is called the Jersey Shore! Maybe you'll find some trashy Bridge and Tunnel people who wil flash something for you but there are no nude beaches in the area. Of course that area has the dirtiest beaches. People leave their trash everywhere and the water sure isn't clean.
