The formal way to wear a kilt is a white shirt, a prince charles jacket, bow tie, sporran, knee length cream socks, ghillie brogues (shoes: http://scottishkilts.net/store/ghillie_brogues.html) a Sgian Dubh (knife tucked in top of sock: http://www.oregonknifeclub.org/dubh.html)

Handy hint: if you are going to wear those hairy socks make sure the top of the sock is around the thickest part of your calf muscle, a tiny point but its how people will tell you are Scottish and/or know how to dress properly. Go kilts V nice.

you must were the kilt of course, but you have to be Scottish and the kilt has to be of your clans colours. if you are not Scottish you can still do it, but pick a neutral pattern. you must also wear the tartan, the socks(some clans have different patterns or colours),
the belt, your clans crest on the tartan, and your clans coat of arms on the kilt by the right knee. a dress shirt is typically worn and you may wear a jacket.
