The LAW is followed but not necessarily RESPECTED. There are some awfully unjust laws on the books in every country on this planet.
The Courts and the Police are agents of repression of the common folk. Together, these two entities just do the enforcement (dirty) work of the ruling class (i.e. politicians and their financial business backers).
POWER is not RESPECTED. It is FEARED. When you have a "gun" (financial or real) to your head, you will do anything to survive.
The people with POWER ($$$) rule the World because of their ability to terrorize those who are economically less fortunate than they are. RESPECT does not enter into the equation at all.

Ideally, law should be respected more. Generally, laws provide safe, secure and progressive existence for all people. However, the sad truth, POWER is being given more emphasis nowadays. Specially if power emanates from a tyrranical individual, ironically, people seem to respect it more. Sad but true. Law seems to be useless (and simply nothing but written form) without power implementing it regardless of how ruthless that power might be.

Power has never got respect because it is respected but it gets respect out of fear.
On the other side Law is respectabole but very few respect the same and more often itz not respected because of its nexus with the power.

Law and order exists for the purpose of establishing justice and when they fail in this purpose they become the dangerously structured dams that block the flow of social progress.
Martin Luther King Jr.
So for this very reason the power of sword has taken over every thing in this world, particularly in India when the Govt. is not fighting the cases registered against the Jehadis because Congress is getting the votes of the Muslims, who are angered when Jehadis are arrested.

Power, nobody respects the law unless it is enforced and then they still are not respecting it, just following for the moment they are under threat and thinking awful things about it under their breath.
