1st commentary:
Your main question is pretty good, but your commentary could easily be read as offensive.
Now on to the answer:
Ok I think that women in strict Islamic countries(which is what you seem to be talking about) are not supposed to have jobs outside the home, so and office situation wouldn't come up. At to men looking at the woman, I believe that is taken out of context, I think it is looking upon a woman without her veil. I know women are allowed to make purchases at the market, and the merchant would have to look at her when making the sale. It may also be more "checking her out" than simple looking.

It is a misconception and nothing else. I m a muslim. As per the teachings of Islam, women can do jobs and can talk to men. All they r supposed to do is cover their body with veil or cover their body in a way that other man may not get attracted by any means.

As a muslim, I wore a face veil and complete hijab outfit to my job for years. I didn't shake hands with men, I didn't socialize with them. Simply communicated professionally, and that is allowed.
As far as it leading to incest, you need to understand that Muslim women are the "most married" in the world. They aren't forced to date a man for years and years, being tried out, only for him to refuse to marry her. Muslim women marry young, as did christians in the old days. They cannot be forced into marriage; even a virgin has to give her permission in order for the marriage to be valid and to take place. The idea of incest occuring would only be a valid concern if the women weren't already married, commonly from 15 yrs old and up. And I really don't know why you don't think a woman can remain a virgin until married, even if she doesn't get married until 30. I guess it is the corrupt society that you are used to, that you would even consider the thought of incest occuring just because women are virgins before getting married. I hope my answer was helpful to your understanding.
Here is further explanation about the muslim woman's voice and what is permissible regarding it.
Speech
http://muttaqun.com/niqab.html
Wearing hijab must be accompanied by the proper mannerisms and speech befitting a modest, pious woman. She should not draw attention to her voice or use it in a soft, pleasing manner that may tempt a man.
Similarly, a muslim man should avoid being around women who speak soft (i.e. speak "sweet", flirt, are excessively thankful, etc), should definitely turn his eyes downward his eyes if viewing (even briefly) such a woman on t.v., and should not listen to female singers.
The Noble Qur'an - Al-Ahzab 33:32
O wives of the Prophet! You are not like any other women. If you keep your duty (to Allâh), then be not soft in speech, lest he in whose heart is a disease (of hypocrisy, or evil desire for adultery, etc.) should be moved with desire, but speak in an honourable manner.
Muslim men and women should speak calmly and controlled, not raising the voice, except out of necessity, such as yelling 'stop!' to a child who is about to cross a busy intersection without looking, etc.
The Noble Qur'an - Luqman 31:18-19
And turn not your face away from men with pride, nor walk in insolence through the earth. Verily, Allâh likes not each arrogant boaster.
And be moderate (or show no insolence) in your walking, and lower your voice. Verily, the harshest of all voices is the voice (braying) of the donkey.

to answer this question u must really know the history of the Arabia. As we all know men are like animals, and by the term animals i mean can't really control their sexual feelings. to decrase the a mount of rape rate women cover their hair, decreasing her sexual appeal. and where did u get she can't see men outside, she can. and she can talk to unrelated men. Islam is so grand that it covers all parts of life. belive me when i say women cover their hair and bodies for their own good . if u check out the rape rate over the past years you would figure out that is is increasing, mostly when the style is using less cloth, cover less flesh of a womans bo dy.

You may talk with co-workers and men you come into contact with,, but you keep it on a professional level and not talk about personal or private matters.. no excessive talking either..basically just as needed to.. for your job purpose And no it does not lead to incest..cuz you are not suppose to dwell on thoughts of sex and not to look at others that way...Sex is something that is given to your husband, so it is held for the purpose of marriage....

I guess you need to explore more and read more ... I am not a Muslim , but i met those ppl and i know how they function .

Moslem women can speak with anybody, but they are not supposed to be in a closed room with an unrelated male, this applies to moslem men as well, so if she works in office with a male, all she has to do is to keep the door open.
