To understand this concept, we have to step away from a literal understanding. The Messenger (PBUH) was often allegorical or symbolic in Hadith. For instance, he also said Hell and Heaven disputed with each other. Now obviously, Hell and Heaven are not two people to talk to each other.
So in this case, the tying up of devils during Ramadan isn't describing a literal, physical action by God against devils. It's a figure of speech to say that God sanctified this month and made it holy, and that its holiness encourages great deeds and enforces goodness (due to breaking the fast if one commits sins), and its great rewards make the value of bad deeds smaller.

This is a very good question and for Muslims this is one of the central points of the message of Ramadhan. I will be quite succinct in answering this.
The point of chaining the gates of hell during the month of Ramadhan is that you then realize your own human weaknesses. During this time your downfall is based only upon your own tendencies towards sin. Yes, it is true that Shaytan (satan) influences us and leads us astray, but he is only able to do that because we all have those tendencies within us.
But since we see during Ramadhan that we still have many of the same tendencies, we can also see that we can work against them and do good. It is the best time for us to see our own personal responsibility in our actions of avoiding what is bad and doing what is good. The rest of the year we might think we cannot change because Shaytan is too strong an influence.
Ramadhan is a message of hope in so many ways, I wish I had a month now to tell you about it!

The concept of Satan differs from religion to religion, in Islam, Satan uses the person's heart to do things against God's will since he is powerless against God.
In Islam, all God's creatures have limits but the menkind who can do and pick paths of his/her own.
By "tied up" it means that a when a person is fasting, prayers even more than usual, making donations to poor, and list goes on, he will least likely to do anything that would go against God's rules.
Why some Muslims still commit the sin? Most likely they are not following the rules of God, hence they are doing what Satan wants from them.

The reason is Nafs... Satan is tied up during the month but the nafs which has been exposed to various sins during the year is in sort of inertia which enables a person to commit sin. If we can control the Nafs , Inshaallah there will be no sins in the month of Ramadan as well !

Due to inertia of doing sins. Imagine a car that is moving in top gear with maximum speed if you see an object in they way and you apply breaks will the car stop immidiately? the answer should be no as the car was moving with its maximum velocity. similarly tying up the satin in ramadan is like applying the break for a very short time. but the velocity of doing sins is too high so the world doesnt come sin free.

You are raising a very good question, and I will answer you in the following:
God says:
1- No one has control on Mankind except ourselves.
2-Satan rule is simply to presuade you to do the sin.
3- Being controlled by Satan is your choice.
Thus Satan when tied up in Ramadan, expose you to yourself as you can not blame Satan.
On Judgment day, we are rewarded on our intentions, and what we did. Forgivness is not granted of one claim that -God do not punish me because it is Satan who presuaded me-

Jehadis do sincere work of Quran to kill the infidels and the fellow brotherns can save them by blaming the satan and other religions for doing the injustice.The Indian Govt. is also helping by not fighting the cases against the Jehadis because they are dear brothers who vote for them.

Oh, you did not understand the philosophy of the Qur'an. Only such people can be away from the satan who really want to be away from him.
If you are fasting and yo want to be away from the misdeeds then for surety Satan will be never ever be able to come near you as angles would have tied him for you but not for the other indviduals who never cease their misdeeds. For them it one and the same thing.

A good question!.We com mite sins in the month of Ramadan that's not by satan that's our own laziness and bad habit but when a person start praying and worshiping Allah ,he Will remain on it because no one is stopping him from doing good deeds.The rest not praying and worshiping is our bad luck and laziness.
