The original Champagne fountain is a tower of glasses, and this should be fairly easy and cheap to make if you hire the glasses. You pour the wine in th every top glass and keep pouring so it spills down into the glasses under and so on down. Spectacular!
There are mechanical devices. Do you really want to buy one?
