Assuming the number is X:
2X = 0.5X + 9
2X - 0.5X = 9
1.5X = 9
X = 6
The number is 6!
But what does this have to do with hair?

well.. when nine is doubled its 18 and when 18 is halfed its 9 so the answer is 9
