You can get one from about $400 on up (for a decent one). I would recommend Onkyo. Go to www.crutchfield.com, and check out the options. They have great service too.

Keep in mind that only a very few movies (and NO music CD's) are recorded in 7.1. Most DVD's are formatted for 5.1.

Depends on how much you want to spend.
Like all electronics eventually it all filters down to a reasonable cost or one that everyone can afford.
The extra cost is in the extra channels for amplification, and for two extra speakers.
The really big difference in sound quality is the extra rear or surround speakers.
Two dipole for movies, two direct or bipole for music.
