Plaque is made up of organic bacteria. Unfortunately it is a bio film on your teeth and any rinse will only be able to 'dissolve' the bacteria in the first layer. The bio film can only be completely disrupted by mechanical forces, that is brushing to break up the bio film because it is a sticky substance also.
If you could develop a mouthwash that could actually disrupt the bio film , you would indeed make millions. The Plax product was proven to only make the teeth FEEL cleaner because of the detergent ingredients, it actually worked no better than plain water.

You'll need a more specific answer than you can get here if you are doing research for a chemical agent to bring to market. Plaque starts as a protein coating and then bacteria adhere to it. In a week or so, tartar (calculus) starts to develop from the mineral content of the saliva.

Research Plax Rinse, which has been on the consumer market for 15-20 years as a pre-soak of sorts to dissolve plaque.

I imagine tooth plaque is composed of carbon and so is your mouth but in all truth I don't really know but remember the rule that like dissolves like so some carbon based wash like acetone is great but remember it is harmful. So if you have something like acetone which is friendly to your teeth and mouth that would be good.
