You will find that there are many, many of these in India, a special caste in fact. Yes, Chinese used to. I don't know about Europeans, but Americans don't generally. Africans, particularly from the north have done this as a way of guaranteeing that the "men" do not partake of the pleasures of their harems.

*Ancient* Chinese practiced castration, as did the Sumerians, Indians, Greeks, Romans, and some early Christian sects.
The castrati were eunuchs castrated before puberty so their voices wouldn't change, and they were valued for their soprano voices. This practice stopped in the 19th century.
