Every computer must have at least one Administrator. If you are the only person who uses the computer, you are probably the Administrator.
Administrators:
•Have control of the computer
•Assign rights to users of that computer
•There can be more than one Administrator
Administrator accounts can install software and change system settings, but limited accounts are restricted from doing this. Therefore, if you use the Internet with a limited account and you click on the wrong thing, programs (including Malware) cannot install themselves on your computer.
To set up an account: click Start, Control Panel. Double-click User Accounts. This will display a list of accounts. Here you can create or change an account; you can also create, change or remove a password.

I might hgo as far as to suggest that you could have several things happening
1). You have your browser security set up to high
2).Your browser has a pop up blocker and it is stoppingthe download before it gets time to register anything
3) You have a virus or some sort of spyware, which I don't personally think it is.
you might want to try getting a download app like Free Download Manager which is available from the microsoft website.
You should also check your browsers security settings which you can do by opening the Internet options window.
If none of this works let me know via email and I will help you to get it all fixed up.

check your pop blocker.
check your spam blocker
check you windows firewall, to see if you have anything block.
its not a virus. Its you and how you have they set. firefox is good browser and good for down loads.
explorer is good but it has extra junk to by pass before it t.
go into internet option check you level of blocks.
you have to patient, some downloads get stuck. I would do a
system restore if you been on the internet alot.
check for spybots, ads. get adware.com.
