From personal experience, the UK, Germany and South Korea are all exceedingly difficult. South Korea is probably the worst of them all.

By comparison, all US road tests are a joke. Our family lore includes one member who passed a road test while legally drunk. The examiner didn't have a clue that she was at .15% BAT and passed her.

Difficult to answer your question since it is somewhat imprecise in what you're asking. Specifically only 15 countries in the whole of Europe (i.e. European Union) have in fact agreed to more stringent rules not so much on licensing but rather on penalties related to DWI and very specifically drunk driving which accounts for 1/3 of all mortalities approximated at 40,000. Perhaps the more important question is whether the US should enhance laws to be more rigid and uniformly applied as to ensure that drivers who are deemed DWI or reckless get severe enough punishments to make it a deterrent for them and others from doing the same thing again. Two sides to the argument suggest as follows: 1. We should not punish people so severely as to destroy the rest of their lives and careers for one time indiscretions 2. A car is a weapon in the hands of an irresponsible driver and the punishment should be the same as someone pulling a trigger on another person Licensing will not prevent severe accidents since a large percentage of severe accidents in the US are in fact committed by unlicensed drivers or drivers with suspended licenses.

United States. Try getting a license in New York. In addition to what you gotta learn in the other states, you gotta learn stuff like how to control road rage, idling in traffic, dealing with those annoying taxi drivers, etc;etc.

I believe that honor goes to Germany. It is my understanding that it takes a couple of years to get your license, and that you must get a perfect 100% on both the written, and driving tests.
