First you need to look for signs that she may be interested in you. You don't want to get your heartbroken if she rejects you so save yourself the heart ache and be at least somewhat sure that she is interested in you before you ask her out.
A good time would be when you two are talking casually. Just bring up that you are free some time next week, and ask if she would like to join you for dinner or coffee or something. Don't be scared. Be confident. You'll do just fine!

Haven't you ever hear the phrase "you don't poo where you eat?" Office romance is a no-no. When things are hot and going good, everything is good. When they go bad, it makes life hell for you both at home and in the workplace. I personally would advise against asking her out period. But, if are willing to endure all of the consequences, I would say ask her straight out. Email is too impersonal.

I think that you should just start up a conversation and just ask her how she feels about you... if she says that she likes you then just ask her if you 2 would ever have a chance... maybe ask her out for dinner
