how we can civilise the people?

Question

I want Mumbai to become really more beautiful then Shanghai.
And 'm sure we can do it but before that people has to take their
civic responsibility. And I’m really serious about this issue
If anybody wants to help me on this, most welcome. And I’m very much positive about it.

If the answer is an Education of my question, then
tell me how many educated people don't litter the roads and city and don’t spit on the roads?
Education is must but what other things make people “civilized” (this time with spell check)?

Make a workable plan to civilize people,
Provide people of the system that will improve Mumbai,
Implement your plans just like encouraging the people about the proper disposal of garbage, obedience to traffic rules and others,
Follow up your plan so that Mumbai will be a better city than Shanghai.

civilise is spelled with a "z". Seriously, if you want to raise the level of social consciousness you need to start with education. If people cannot easily communicate with each other it is impossible to pass along any system of values that will bind the community together in a productive way.

it is all about jealousy for the United States we have accomplished more in the last 200 yr then any Country in the world we have what they want and for some reason can not get so they are Jealous of us. So like kids they act out. The Middle east has not gotten along from the beginning of recorded time and we think we can go in and make them get along and act like civilized people should act but it will take time for them to see it can be better.
