If you are 63 pounds you probably need to gain 80-120 pounds if you are a man and 60 if you are a woman. If you are 63 kilograms you are OK for a woman but could be better if you lost 10 pounds and you need to gain 20-50 pounds.

So I'm assuming 63kg here, which translates to about 138.3lbs. My dear, I'm 5'5 (which is about 165cm), and I weigh in at about 140lbs. I hardly think you need to lose weight. Tone up, maybe, but not lose weight to become a skeletally thin.
Just depends on whether you have heavy bones, and are muscular or not. Muscle weighs a LOT more than fat.

If you're a general build, then you can calculate your Body Mass Index (BMI) through dividing your weight in kilos with your height squared (kg/m2). It should be between 18 and 25. from 25 - 30 is concidered somewhat overweight, and over 30 is concidered obese. you will be in the normal area, and therefor are not overweight.
