I was dating two guys: one knew about the other, one didn't. The one who knew about it basically "won by default" because the other one moved away... and now he's backing away!!!
WHY is he suddenly showing such disinterest?? Now that his competition is gone, shouldn't he be kicking it into high gear?? He used to be in constant agony about being "boyfriend #2" and used to say "I can't wait for him to be out of my life"...
Now that it's finally happened, why is he no where to be found?

Well he probably realised that you are a player and you only wanted to get serious cause he was the "default" guy. He knows that you would eventually do the same to him, only he would be the one who didn't know.
You should really read your question and then ask yourself why he's backing away. He's come to his senses!

So you're saying the only reason you have all this time for him now is because your other boyfriend moved away. Gosh, how flattering for him.
Get real. If you had really wanted to be with BF2, you wouldn't have kept seeing BF1 while he agonized. And you wouldn't call him BF2.
Nobody likes being second choice. No self respecting person at least. Just be glad BF2 seems to have some self respect. Perhaps you can play GF2, behind whoever he is busy coming with for the role of GF1. Won't that be fun.
