depending on what you're trying to cook, I would use some wine. White wine for white vinegar, red wine for red vinegar. While cooking, most of the alcohol will fade but the taste will stay. I am German and here in Germany we use alot of this so-called "wine-vinegar" for all sorts of foods.

yes by adding any " base " since vinegar is " acid " , base such as sodium chloride ( NaCl ) or commonly called salt... that is the most common that you can use next to water since water in is the universal solvent, water has a PH of 6.5, acid is nearly 2, while salt maybe about 14, ( PH - the measurement of acidity or basicity of substance ).. hope it helped!
