.swf are flash files and are created using Macromedia Flash. Though this is not available free of cost. There might be a limited trial version though.

Yes like the first post said, they are flash files. They used to have evals of their software on their website. I don't know if they still do though. It was Macromedia Flash. I think it is now with Adobe. You might wanna check their website too. I don't seem to find any freeware that can do this. I hope this can help you!

it is a flash file, I can't fins an swf creator that is free, but there are a lot of free trials, I recommend you try Swish, however a quick search resulted in this one too http://driveis.soft32.com/download_122919.html
