It is a big and actual problem in some countries nowadays, such as China, India and Africa.
The culture and environment are main factors to affect the population rate. Referring to China, the government is placed different issues in past to press down the increasing population. But, it brought another ethical problem afterward. Only one children is allowed in every family. However, boy is very importance for a Chinese family. They believe that it is only way to carry on their ancestor. So, the baby girl will be given up and hope to have another chance.
OK! Another method is penalty. It is less workable and they prefer to pay more even they are so poor. In present economic of China, it seems no effect because many people have money.
On the other hand, the education level is one of factor. Human being is natural aparting from any education. They do what they want when the situation is nothing around them. Sex is a easy one and it bring them happy in mind. Right!
How to do it? To punish them, teach them, set role for them, control their ability of generation or else. No way! The balance would come when imbalancing time. It may be appears by the way of disease or war. ........ may be

We need to take care of each other. We are too concerned with quantity and not thinking of quality. We're against teaching birth control (especially in the US) against abortion (maybe rightly so) but we have sick and poor abused and neglected, and we still have a "blame the victim" mentality. Let's think about quality of life a little more.
