Obviously cut out caffeine later in the day. You should avoid caffeine in any form less than twelve hours before you go to bed.
Even decaf and chocolate have small amounts of caffeine so be careful.
Watch your alcohol consumption as well, since alcoholic beverages can seriously disrupt your sleep cycle.
Don't eat anything within three hours of when you want to go to sleep.
Your bed is for nothing other than sleep or sex. If you have a television in your bedroom, take it out. Train yourself to think of the bedroom as a place for sleep and nothing else.
If you can't get some worry or thought out of your head, quickly write it down on a notepad or journal and get to it the very next day. Once your mind knows you really will take care of it later on, it will let you temporarily forget about it so you can sleep. This only works if you really do address it very soon after. David Allen's "Getting Things Done" covers this particular aspect in great detail.
Do not sleep in for more than an extra hour on your days off.
Try a sleeping mask. DreamEssentials.com makes some nice masks in a variety of fabrics and textures.
If none of this works, then get out of bed and do something in some other room until you are truly tired enough to sleep. Do not just lay there in your bedroom and drive yourself crazy thinking about why you are still awake.

Yes reading is a good idea...any book will do, something interesting may keep you up a little longer, but reading does tire the mind on a subconscious level. From personal experience, pick up any chemistry text and read it...even if your a chemist like me, you'll still be asleep in no time!! ;-)
Also you can try white noise. Basically any soft noise you find non-annoying will work. I personally love the sound of a ceiling fan or a small table fan nearby. There are alot of white-noise machines out there from wave sounds, to rain sounds or whatever else. This helps to unfocus your mind.
Another neat trick is to start at your feet and concentrate on relaxing them. Them move your way up your body, being sure to fully relax each part before moving on to the next. I never make it up to my head before I fall asleep.
If none of this helps it may be a chemical imbalance in your body or psychological stress, etc. If you still can't get to sleep, try seeing your doctor. There are alot of sleep aids and your doctor can help you find one that's right for you or refer you to a sleep specialist.

Expose yourself to bright light/sunlight soon after awakening.
Exercise early in the day.
Check your iron level.
Make sure your bed is large enough and comfortable.
Make your bedroom primarily a place for sleeping.
Keep your bedroom peaceful and comfortable.
Hide your clock.
Keep a regular schedule.
Incorporate bedtime rituals.
Relax for a while before going to bed
Don’t eat a large, heavy meal before bed.
Bedtime snacks can help.
Jot down all of your concerns and worries.
When you feel tired, go to bed.
Avoid "over-the-counter" sleep aids

try this - put your feet up on the wall at about a 90 degree angle. All the blood drains out of your feet and legs. After 5 or 10 minutes you will be much more relaxed...
White noise, like a loud fan, helps.
One more point : remove all clocks from your sight, turn them around so you can't see them. Seeing what time it is keeps the mind stimulated, thinking about how much time you have, what has to be done, etc.
you want to enter into a relaxed state, the alpha state.....z z z z z z z z z z z z

Lunesta. Or you could do exercise or read or something that makes you tired. Don't think a lot...just take deep breaths and focus on sleeping. It's hard to explain but if you think about stuff and look at the clock you will become worried and unable to fall asleep.

cut up some green onions, then put in a jar and close the lid then everytime that you would have sleep troubles, open up the lid a take a depp whiff in the jar. close the jar back up and relax. try to think of good things that would help you sleep better.
I heard this in a remedy book.

If you prefer a natural remedy - Meditation is the best way to keep your mind out from stress, tension, depression or any kind of things which cause sleepless nights.
Please meditate. If you cannot do it by yourself alone, go to a meditation class (religious one could be the best).
If not, go and see a doctor. But I do not recommend the medicine as it may cause you after effects.

Try something called melatonin, it's a dietary suplement that is near identical to the chemical in the brain the tells your brain it's time to sleep. I've used so trust me it helps. It won't knock you out or any thing it just will help you fall a sleep.
