You can't unless you are apart of the Starbucks company. Starbucks is not a franchise. Every Starbucks you see is owned and operated by the Starbucks company. I wanted to do the same thing and contacted them. They lease property from commercial land owners and operate within that lease. Unless you can own land that they would be interested in you need to be apart of the Starbucks Company to manage a location.
Note: A Franchise and a Licensee is different. You own a Franchise but not a Licensee.

Sorry Starbucks is not looking for any more new franchisers but if you own prime retail space and need a concession stand?
