it is a funny scam. they are 'businesses' that sell free government immigration appliations and print up their own instructions for the person wanting to get in! plus the person still has to pay the application fee to the US Gov!
they are crooks!

i have seen many time, protraying a picture of someone who got green card thru lottery (actually using a model). And companies offering GC application service for a fee. Do you know you can apply online for free? Anyway, i read that from this year onward, the US gov is scrapping away this avenue for GC

The ads you see on Yahoo and other sites are often targeting specifically to you. So, if you've done some searching for "green cards" on the net, you'll get targeted with ads for green cards.
