You might be able to stimulate the cat to ovulate, thus ending the heat cycle. Personally I wouldn't try it because of the risk of injury to both you and the cat, and she'll just cycle again in 3 weeks.
Please get her spayed as soon as possible. Kitties in heat get wanderlust (emphasis on 'lust') and may work very hard to escape just so they can get knocked up.

This is going to sound disgusting, but I've been told that you can insert a themomator into their . . . um . . . area, just the tip, and it'll make them stop whining for a bit. Basically it gets them off. I've never tried it though because I've always gotten our cats fixed.
Good luck. I know how awful it can be. There was a whole colony outside my window as I was growing up. Painful to hear.

No. Be kind, be responsible, take her to the vet and prevent the inevitable from happening.... kittens that the world surely doesn't need more of. Hundreds of thousands of unwanted and abandoned kittens are euthanised each year. Don't add to the problem.
