um. A) the head of the church should always have counsil with whomever is speaking in front of the congregation. If you are aware of reasons why you think that he/she shouldn't be then they should first be addressed with that person and with the head of the church.
B)your pastor can not be the Bishop of his own church. There are steps that need to be taken and with all things, there must be oversight. There needs to be consensus between the congregation and the overseeing church. If he is seeking to become a bishop or any other title, without proper counsel, then I might suggest finding a new church. You are given gifts from God, and the head should always seek to do His will, without any titles from himself or man. No church is an island. The body must be connected to other parts of the body.

Your weed smoking freind should not be in the pulpit, God gives very specific guidelines for those in positions of authority. There are some basic rules in the realm of spiritual gifts.
1 God gives without repentance
2. eagerly desire the greater gifts
3 false prophets abound
4 a true prophet must acknowlede Jesus
5, one can be truly gifted with prophetic visions but can allow their sinful mind to mix with things of a spiritual nature.
I know personally that if one wants to be in front of people being used by God there is a standard he raises for those. It's very high, and one can not be caught up in drunkeness and like sins, and expect God to use them. Your freind needs to be rebuked, and corrected. It's a serious matter to abuse the name of God, or say things "in the name of the Lord"

To be a prophet, first you have to be saved through repentance and faith in Jesus Christ. Only the Lord is able to appoint a man to such a position. And by their fruit, you will know them.
