These are not actually bluebirds. They are very bright blue with very long, curved beaks.
They land very close to me and seem like they'd even eat out of my hand after some getting used to. They are very aggressive, and other birds try to chase them away from trees.
They land on the fence and will smash their beaks against the top of it from side to side ....sort of like they're sharpening them.

I've lived in this high-desert area for 23 years and have never seen these birds before.
Any ideas?

Possibly a Blue Jay or a Scrub Jay they are very aggressive birds and will eat the eggs and young of smaller birds and so the other birds chase them away (or try too) Check these pics out..

Don't know what kind of birds you are talking about but many birds can be very aggressive because of territorialism. (Is that a word?) Anyway, they are territorial. They may think you are trying to encroach on their land and they are trying to get rid of you. No clue about the sharpening the beak thing. Maybe its a type of communication...like Morse Code.

If they look like they aren't carnivorous, sprinkle something called bloodmeal around the property. The smell may scare them into thinking a predator is near and keep them away.

well its there tertory blue birds thinks that the other birds tryin to steal thing becoz blue birds like only blue things as u can tell an however if its a female she will protect her babys an the nest even male an there one thing that is it could be there matting season

Are they magpies? Some sort of Jay? Both are nest predators which would explain why other birds chase them away..and both are rather agressive birds.

Mockingbird. It's possible that they have a nest nearby. I have heard of sparrows and chickadees chasing away eagles and hawks.
