the officer took the victim to hospital with head trauma after they dailled 999. their one was closed

It depends on the jurisdiction and the policies of the particular Police Department. Some agencies permit the officer to determine whether or not a report will be filed. In these cases they may rely on the dispatch information as sufficient record of the event. It also depends on the circumstances of the assault and the level of injury if it was a consentual fight. Quite often the "loser" in a consentual fight will claim they were assaulted. In some jurisdictions, if there are physical signs of injury and it involves a domestic violence situation, the officer has no discretion and must report the incident to the prosecutors office.

What do you mean by refusing to report a crime? Did he refer you to another agency, etc. It sounds like he didn't believe any crime occurred which he could certainly do, especially if there were no witnesses, etc. He has that discretion. He is making a judgment call and hopefully he has enough to back his decision. I have seen it done countless times. I trained officers for almost 20 years and I always preached to recruits that if there is any doubt to write a report. You will never get in trouble for writing one even if you state in the report that you didn't think a crime was commited. It's C.Y.A.

There is a scenario, that a policeman does not have to take a report. Your story does not indicate this meets that criteria. There is a whole lot more to this story than you wish to tell here, I know that.

i'll tell you something......the law can do exactly what they like, right or wrong, and get away with it. why do you think people call them pigs, filth etc.
