As a Spanish speaker ( Mother tongue) i recomend you to talk a lot in spanish with people who know well the language. Try an excahnge program to Colombia, Mexico, Costa Rica... .

Obviously, living in a Spanish speaking country is ideal, but not necessarily feasible for everyone. Also, theoretically, I'm not sure you can actually become fluent in Spanish unless you move to a Spanish speaking country and use Spanish almost exclusively every day for years. I know some non-native speakers living in Spanish speaking countries who still don't call themselves fluent.
But, you can definitely become very proficient without living in a Spanish speaking country.

Speak with fluent people or type to them through the internet. Keep a journal in spanish. Immersion!

you should buy some tapes that teach people to speak spanish and practice also if u know someone that speaks spanish ask them to help you out with your verbs and all the other things that u need to know when speaking spanish. Another thing that could help is taking a spanish class. if u live in florida spend some time in miami its filled with hispanics trust me i live there. but u should just practice its not that hard u can do it!

You should live for a while in a only spanish speaking country.
The problem in the USA, is that the people who you think they only know spanish, generally do not speak spanish, as they come here and start getting it mixed with english and becomes "spanglish", neither english nor spanish.

The best way to become fluent in ANY language is to make friends with people from that particular culture.
They can help you learn the variances in the dialects.

it up here
