Why would he ask for my number and not use it?

Don't sit around waiting for his call; some men ask for phone numbers simply out of habit; they probably don't even remember asking for it the next day. A man who is truly interested will call you as soon as possible.

Unfortunately the game of seduction has its "rules", sometimes "we" ask for the number just as a matter of manners.
Anyway, some guys also collect phone #s, so they can show off with their friends.
The same way girls have "rules" of behavior, guys do too. So if the guy want to call, he should nerve call next day, to create some expectation (as we can see it worked on you) and to pretend he is not too much interested, otherwise the girl will think he is desperate and won't give him a chance.
Anyway, several reasons can compromise te guys willingness to call, missing the paper, broken cellphone, shyness...
Let's hope he'll call you soon, otherwise you just "move the line" and call "next". After all he is not the only man in the world.

Give him 3 days. If he really wanted to talk to you, he wouldn't care what the world thinks about time tables. You don't want to start of a relationship playing games about when is the right time to call or should I be 5 minutes late so I look casual?
If you like a guy, let him know and expect the same from him. It may be too late for this guy, but next time you meet a guy you like, let him know, "I hope to hear from you soon because I look forward to planning a time to get together."
If being straightforward scares him, he isn't ready for a real relationship anyway. He should be excited to meet a quality girl like you!

Up to a week but if he is really interested he'll call within the first 3 or 4 days.

Give him a week. There is a popular movement these days that urges men to wait as long as possible to call. The sooner they call, the more desperate they look. If he hasn't called after a week, you can probably write him off.

(i) When he's ready, he'll call you. Dont' wait by the phone. Just do whatever you do daily and if he calls you, bonus ! If he doesn't, then you haven't lost anything..(he has)('cause you've gone about your daily things that you normally do.
(ii) Why he'd ask for your number and not use it, is beyond me.

Its a one week rule. If he doesn't call after one week he wont. And if he does, he just found your number in his jeans before he washed them( or after).
