Well if you're going for short fur and also not much shedding fur, a poodle is good. You don't have to keep it long-haired and curly. This is the same with a lot of small dogs - shih-tzu, bichon, etc. A good small dog that naturally has short hair is the dachshund. They are AWESOME apartment dogs and cute as a plus!!!

Chihuahua, Italian Greyhound, Manchester Terrier, Miniature Pinscher, Pugs, and Toy Fox Terrier. Those are the short-haired small breeds tat I can think of.
Of course, some will not be acceptable, due to energy level, unless you have a lot of time to exercise the dog.

I comprehend that you want a short lined dogs, yet there are probably 100 diverse breeds that would in nice condition that description, and they might all have diverse temperaments and criteria get mutually: A Greyhound will be a lot diverse than a Vizsla. besides, i will in simple terms call some off the full of my hat except both I already stated. Honestly, I've read this from owners and experts alike (and I have one myself) -- a chihuahua. Now, before you think, "no way - not one of those shaky, highstrung dogs that doesn't like being around people and yaps constantly!" --- this is NOT true of a WELL-BRED chihuahua; they should be playful, calm (they may shiver at times, but the bad bred little guys shake like crazy). In fact, experts say that they should have "the character of a terrier" -- another good breed that loves people. Experts have said that the chihuahua is great for apartment living because they don't require constant activity.My dog,Chico, is lovable to everyone in the family, though it's said they usually attach more closely to one person, that isn't true in our household. And though he may bark at new people who come over (good guard dog), if the person first holds their hand in front of Chico's mouth and then picks him up, he's a kissing maniac in no time!

Chihuahua ,Cardigan or pembroke Welsh Corgi ,French Bulldog ,German Pinscher ,Italian Greyhound ,Manchester Terrier ,Miniature
Bull Terrier, Miniature Pinscher ,Pug ,Smooth Fox Terrier ,Toy Fox Terrier all of these are small breeds and have short hair and would be good apartment dogs . you can see their picks and more info on each at AKC.org It really depends on your personality and what you are looking for in a dog

Most small breed are fine with living in an apartment. Just as long as you provided a safe, warm and loving home for them, they be happy to be there with you.

maybe a chihuahua, but would you like it? they are generally a nervous dog. yorkies have longer hair but are cute, jack russles are medium size but they jump like crazy. why not go to an animal shelter and see what they have available, then you save the life of a dog that will be killed if its not adopted in so many days.
