If those are your only choices I'd recommend a Papillon. Chihuahua's are so overbred/crossbred anymore they can really be crazy, like seriously crazy/nervous/freaked out little dogs. By the way, how I spelled it is how its spelled.

Chihuahua are adorable. They are small, and they will love you for everything you got. With both toy breeds, they shouldn't be around little kids or they will get bitten. Papillons and chihuahuas are highstrung. Papillons are hard headed while the chihuahua may listen a little more. Both are also very fragile, and hard to house break. Papillons shed and need regular brushing, where a smooth coat chihuahua will not. Both are very vocal animals as well. Papllions are the most bright though and trainable of their breed, and are very elegant. But personally. I don't think it matters. love both. :D
On a side not not all toy breeds live up to their exact breed standard. :D

A Papillion puppy... I think Chihuahuas bark too much or I found a chihuahua papillion mix at petfinder.com

My dog is half papillon and he's great! When we got him, we heard a lot of great recommendations about papillons, and I think they're better than chihuahuas. From what I know (not personal experience) chihuahuas are pretty aggressive and not too friendly with strangers (but papillons can be possessive too). Also, papillons are a little more unique than chihuahuas, so if you don't just want what everyone else has ;o) get a papillon.

Do research into each individual breed, what's it's personality like. Ask other chihuahua and papillion owners about their dog. Go volunteer at the animal shelter that has those breed and experence it yourself. They might be cute but you have to look into each breed and see if it matches you.

PAPILLION!!! they have way better temperments from my experience training you are way more likely to get a social loving and sweet dog if you get a papillion . not saying chihuahua are all bad they just tend to be a little bit more tempermental and stand offish and normally are not for 1st time dog owners or for people with kids as they tend to be nippy

papillion if you have to pick one. They're cuter. but really I prefer mutts. They're nearly free. each is unique, they have fewer heath issues and you arn't propetuating the stray crisis we have in the US by giving money to a "breeder"
