T-Gel by Nutrogena. You can find it at drug stores. It smells like tar but it sure does work... and fast!

Before buying anything new, try washing your hair every other day. Sometimes the frequency of washing dries out the skin, irritates the skin, or otherwise causes your head to have a lot more skin flaking off and being replaced. Even try every third day if you want. Hair really doesn't need to be washed as often as we think; the oils are good for it.
If that doesn't help, then it's time to try a new shampoo. Conventional shampoo, including Head and Shoulders, contains several ingredients including that laureth-sulfate type stuff that's usually one of the main ingredients, which actually cause dandruff.
Try an all-natural shampoo such as Jason brand, which can be found at whole-foods type stores, or some grocery stores that carry natural or organic products. You only need to wash with natural shampoo every other day, or every third day, so you will use less of it than you think.
If that's out of your price range, you may have luck with the Aussie line of hair care stuff. My teens use it, because we have too much long hair in this house to be able to afford the natural stuff. And it seems to work well for them.
If you're still not getting results after trying a few shampoos, ask a hair stylist, or your doctor, for a suggestion.

I found mayonnaise works very good to moisturize the hair and get rid of dandruff. Put the mayo in your hair and thoroughly massage. Wrap a hot towel around your head for about 15 minutes. Wash your hair out. It might take more than one treatment but it is inexpensive.

I used to have this problem. I tried T-Gel and it didn't work that well. Selsin Blue (I always use the one with the green cap) works much better for me. Another good thing about it is that it doesn't smell bad. It does seem to turn the collar of my shirt orange, but just the inside. It isn't that noticable.

Try Nizoral or Selsun Blue. Nizoral is more expensive than H&S and SB but it is worth it. After you get it under control, you only need to use dandruff shampoo once or twice a week to keep it under control.
If neither work, your doctor can provide you with a prescription.

Neutrogena T-Gel generally does the job. Just be sure to rub your scalp since that is were the dandruff resides.

Fish oil. (taken internally) This provides omega 3 fatty acids necessary for healthy hair, skin and nails. Avoid scented shampoos and look for natural product.
