It has to do with possible contamination and the number of cut surfaces there are. A steak has two cut sides: the top and the bottom. When you cook it, even if you cook it rare, you sear both of those sides, so kill any germs on the outer surface. There are no germs on the inside, if the steak has been properly processed and handled.
Hamburger is run through a grinding machine, which cuts it into a zillion small pieces, each of which is exposed to the air and potentially picks up germs.
So the chances of spoilage in uncooked hamburger is pretty good. Cooking will kill the germs, so you can eat it safely. That's why hamburger should always be thoroughly cooked (not red in the middle, or even pink, but brown all the way through) but steak can be rare or medium rare and still be safe to eat.

uncooked hamburgers run through many processes which mean the risk of contamination is higher than the preparation of a rare steak. The safest temperature to ensure that a food is safe from bacteria is atleast 155 degree F, and rare stakes are prepared fresh than a hamburger, hamburgers patties are preserved and that causes the risk, honestly i will not try eating rare steak though chinese love eating such.

Bacteria living on the outside of a steak are killed when seared. Hamburger is that steak ground up so the bacteria is mixed in . That is why hamburger need cooked all the way through.

The entire surface of a rare steak has been exposed to enough heat to kill bacteria. This is not true with ground meat. The inside parts (which may well have been on the outside before cooking) are not heated to a high enough temperature.

Steak tartar is kind of like uncooked hamburger. it's just uncooked chopped steak.

there is more need to cook because of the all the extra handling gives bacteria more chances also with steak you can identify which part of the cattle your meat came from.

It is due to the space or volume area exposed to the air and particles. Hamburg has much more air space than a steak or roast.

rare is still cooked a little bit and i wouldn't recommend eating uncooked steak either. heat kills bacteria.
