iTunes makes this real easy. You don't need an iPod, you don't need a Mac, you don't need a long-term commitment of any kind to buy songs or anything. Just download and install. Then stick the CDs in - they'll be saved onto your computer (be sure to go into preferences and say you want to burn songs to MP3, not AAC).
Then it's an easy matter to make CDs from songs on your computer. Make a playlist of songs you want on the CD, insert a blank CD, click the BURN button. I've made over 200 CDs (of my own music) this way. Piece of cake. iTunes can even help you create nice CD inserts with album art and song listings.

First, insert the CD into your computer.
Save the files onto your computer.
Take out the CD.
Insert a blank one.
You can burn the songs to the CD from there, the steps vary greatly between all of the different programs you can use.
