I think tone and pitch are most important. It's hard to tell which is most important. If either is off, the listener will stop listening. Melismas are only one small technical aspect of singing among many others. It's only important when appropriate to a musical style while tone and pitch are everywhere. I think I would put breath control right in there into the mix with tone and pitch since it contributes so much to both.
As for judging singers, I first go by the quality of the sound. If it doesn't sound good then all bets are off. I then consider the musicianship. Finally, I take into account the emotions I feel as a result of hearing someone sing a song. All of these are somewhat subjective; hence, why some people like one singer more than another.

I really think Vocal Tone matter the most.
Without a good tone most people will not consider you to have a good voice.Unless you are raspy like a jazz singer or circly with your voice. To be honest I am a singer and ive done some pro things for an upcoming Broad. show and ive never heard of Melisma.
I dont find vocal range that imptn. Because yu are always categorized so as long as yur sop- opera. and alto- sop than its not much of an impt. Hey if you can do it all..ITSS GREAT!

Vocal resonance, control, vowel pronunciation, accuracy, diction, support/volume, rhythm... and I haven't even started on performing skills!
I can't possibly give percentages - these skills are ALL important, but will vary in importance depending on what you are singing.
Melismas are only one very specific musical element...

Communication. I've heard people successfully use rather bad voices, because they communicated the song to the audience. A good communicator with a good voice is unbeatable.

i think if ur a good singer, the only thing that counts is soul. How much soul do u put in ur voice, and what do u feel when ur singing?

all of those r important but for me i think what matters most is character...i often find when i listen to a bunch of trained singers they often sound similar (in their style; opera; pop; rock)...so im automatically drawn to a different sound...like macy gray, louise armstrong, etc
