Usually between a year and 18 months. You will know he has finished growing by running your fingers down his long ribs. If they are still knobby or bumpy, his bones haven't quit growing, If they are smooth he is an adult.
Now, mentally, some never grow up...just as in humans!

Mentally or physically? Both answers depend on the breed. A lot of dogs show puppy-like behavior for up to 5 years, despite their bodies being an adult size.
Your best bet would be to check out the breed of dog you have (or breeds if you have a mix). There's plenty of information on the net. You'll need to do a bit of research on your breed to find your answer.
Good luck to you!

It depends on the breed of the dog. Typically when they are 1 years old. But some of the larger breeds age faster (large breeds don't live as long as smaller breeds) and therefore can be considered adults when they are about 7-9 months old.

Though most dogs are fully grown at 1 year, they'll be puppies until they're 2.

Smaller dogs about a year. Larger breeds usually do not reach adulthood until 2-3 years old.
