It is illegal in Mexico to expose be topless.
There are few nude beaches in Mexico where the practise is "allowed" Such as Zipolite in Oaxaca.
There are other resorts who just do not pay attention to this practise and the authorities might just let it go. Such as in the Club Med.
But remember: It is illegal

I think that this question has been asked and answered. Having said that, I have not seen one topless beach in MExico---on both coasts--and I've been around.
