When police cars are taken out of service and auctioned off, the lights, radios, sirens, and radar equipment are removed and installed on the new cruiser. Even if they weren't, you could not legally use them.

I think you mean "expected"... but no. They are not to use the old police lights or siren. In fact, when old police cars are up for auction, those things are normally taken off the car so that nobody can use them to impersonate a police officer.

Why would you want a police cruiser with all that equipment unless you were planning on impersonating a police officer?
There are enough pervs out there trying to have people think they are police without having all the bells and whistles on a former cruiser.
