and go back to a regular healthy diet, wont they have alot of loose skin?

Irish hit the nail on the head. Diet is key. The muscle does not "turn to fat" as some people like to say. Rather, your body will cannibalize your muscles and they will lose size and shape. Loose skin is out of the equation. A drop in muscle could cause stretch marks/scars which can appear noticeably on the pecs, but it would have to be a large loss of muscle.

Not so much as loose skin, as more flab or fat tissue.

They can if they don't adjust their calorie intake to compensate for less exercise.
