You are asking how to apply for welfare in the city of Dallas? I don't know Dallas that much but here in my hometown, you go to the office of Lone star that is the same name for the food stamps issuance office. And ask for an aplication they will give you a date for your appointment, or if it a hardship case meaning that you do not have the means to buy food for your family they will hear your case and give you a voucher for food.

I am from Australia but how it works here is that you generally rock up to the welfare office... got one of those?
