This idea of giving trinkets to your guests has appeared fairly recently, and I don't like it. I suspect it was invented by "The Bridal Industry" in an effort to sell yet more useless junk that just ends up at the Goodwill or in the landfill. If strangers in the mall were giving these items away, I wouldn't take one, but since it's a wedding favor I'm stuck with carrying the foolish junk around.
If you want to give your guests something they'll really appreciate, give them a good time. People who really want a souvenir will put the invitation in their scrap book.

I think you should look to the theme of your wedding or you and your fiance's interests to decide. I am Japanese and I folded origami flowers and attached them to chopsticks. They worked out to about 55 cents per guest and were really unique. You can always go with different kinds of candy, candles or votive holders look nice too. You can get candles and tie the with ribbons that have your names and the date on them, that might be cute. But in my experience it's the personal and unique favors that people end up keeping and don't just gather dust on a shelf. Good luck!

Why do you have to give gifts to the people who attend your wedding?
If you mean something at each person's table setting, than this is a good idea.
Get personalized candy wrappers with the bride and groom name and date of wedding and put hershey bars in them. Make a nice touch.

Get something personalized. Not a lot of people give something to everyone, but there are little trinkets and stuff that you can get.
Some magazines show candle holders with the names and date and matchbooks are good too. They offer different things that couples like to give.

You should definitely find something disposable... I mean.. they will have the memories of your wedding.. they don't need a useless memento to remind them of your wedding.. nobody wants something that is just going to sit around and gather dust... food items are usually good (i.e. chocolates with your names and wedding date on the wrappers). Or maybe even something of use... make pens with your names and wedding dates or a picture frame (SMALL one) to put a picture of your and your spouse in after the wedding.. they can put a pic that they took or one that they get from you...

The last wedding I went to, the bride gave out burned CDs of the wedding music - including the first dance song, cake-cutting song, father-daughter dance, etc. It was really sweet.
Another one, the bride (who was all Martha Stewart) made up little jars of peppermint-scented foot scrubs, with a note - "for your tired feet after the reception - we hope you dance all night!" Very cute. And smelled nice too.

I gave shot glasses that had our names and the date on there. They were sort of like stickers and relatively cheap.
