The technical term is 'Mirroring' it usually means that they like you (not necessarily fancy you) and people do it on auto pilot. It's a form of conformity, saying I want to be part of your 'group'.
There is also an element of auto suggestion going on as, if you have an itchy nose then they must need to scratch theirs!
