what is this? my boss got a notice saying he has to pay this before he renews his license but he doesnt know what it is? its in the state of california

Failure to provide proof of financial responsibility. Aka, no proof of insurance.

violation 16025a of the California Vehicle Code, failure to carry insurance as required by the state's mandatory insurance law. No DL until he pays the ticket.
