i believe it was 21...we live near the il-wi border and during that time it was known as "blood border" because almost every weekend there were accidents that killed the 18-20 yr-old group like flies as they would travel back from the across the state line to illinois after visiting bars. i was 20 in 1978, and we would hit spots in kenosha co. ( i made it out of that era alive, i don't know how!!)

While I moved from Illinois in 1977, I remember we had a two tiered system in place, at least prior to 1977.
Beer, Wine, Fortified Wine, Hard Liquor, Hard Cider = 21+ years
Near-Beer, Malt Liquors (with less than 10 proof) = 18-21years.
The law was changed in the 1970's due to the draft for the Vietnam war. People were complaining that if young people were old enough to be drafted into the service, then they were old enough to be able to drink. The Near Beer law was to keep people from complaining.
I wish my memory was clearer. I know at some point there was a discussion about changing the law. I am not sure if that was done anytime around 1978 (I wasn't old enough for it to be of interest until 1980).
