Good one...lets see, smoke goes up but only appears to go down if the flew is closed. Instead that is like a backed up sink. Is this a play on words?? Hummm...Could it be a Chimney Sweep???....CHEEROOO!!!!!!

An umbrella. When it's down it's thin so it can go up the chimney but when it's up it's too wide to go down the chimney. Simple.

ohhhhhh now i get it. it goes up a chiminy CLOSED (but back when it was written down ment closed and up ment ope)
so the umbrealla goes up a chiminy closed but not down a chiminy open..
