Its hard to get a grip on, but money and spite would be my guess. Acting without thinking. Someday he will probably reget it, someday when its too late and the damage is done.

When it is in the child's best interest. When this man is not of a sound mind (needs counsel ling to deal with his own problems: drugs, alcohol, depression).
An aggressive man that has become a threat to his child. The list goes on and on.
If this is not the case. I don't see why a man (real man) should give up his right to be a father. The child needs him too.
If any of these problems is present, and the man seeks help, gets it and rehabilitates himself, then those rights should be returned.

You know, there's an interesting discontinuity between the current equity of rights between men and women. When a man and a woman make a child, the woman has free right and ability to opt in or out of ownership of the child as much or little as she desires. Men, on the other hand, have no rights, only obligation. Is it really difficult to understand that the reasons that make a woman opt out of ownership of the child, via abortion (and therefor legally as is her right) are the same reasons that men opt out of ownership of the child, via denial, neglecting to pay support, or other methods (all of which are illegal in one way or another).

That's such a personal decision that I don't think there's any "one" answer. Some men are afraid of responsibility, some men don't see the value in fatherhood, sometimes women trick men out of their fatherly rights. But this isn't exclusive to men, there are women who also give up their parental rights/responsibilities. It's a very sad situation.

In my experience as a divorce attorney, assuming the man wants to be a father to begin with, it is usually because the mother has launched an aggressive child support claim against him which is threatening his ability to stay afloat financially.

Maybe if the child asked him to and had a legitimate reason. Won't parents do anything for their children? Or if he knew it was best for the child. I can't think of what situation this would apply, but I'm sure there's one out there.

I really do not know what you are asking, but has to be up to the father to give up his rights or the mother to prove he is an unfit father. Most men give up their rights because they think it will get them out of taking responsibility for the child. Which is sooooo sad!!!!!!

Not wanting to pay child support.
Not wanting to give time and attention to another person other than himself.
Not wanting to take responsibility for his action.
Not being a man.

Crazy, with a capital "K". If he's not there, count it all joy, move on and do everything within your power to succeed; then as you arise, he will be made aware of your accomplishments. Once that happens, and it will, he will realize what a horrible mistake he's made.
Take care!
